Sovereign Cloud Services is a name with no published scorecard under it. What the market has instead is The Forrester Wave: Sovereign Cloud Platforms, Q2 2026, published April 8, 2026, after Forrester renamed its planned sovereignty research twice. The planned flag on this category is more than four months stale. The published report, though, is worth the wait, because it crowns the very vendors sovereignty was supposed to dethrone.
In late 2024 Forrester planned a Landscape and a Wave on "digital sovereignty platforms." By August 2025, principal analyst Dario Maisto had announced the retitling to sovereign cloud platforms. The pasted name sits between the two: never published, close enough to the final one to be unambiguous about which market it means. The article below reads the published scorecard, and flags where its name differs from yours.
The rename that took two tries
Forrester's own reason list for the retitling reads like a geopolitics briefing, because it is one.
Reason one: the sovereign technology landscape got more complex. Newly announced tariffs, anticipated retaliation measures, and increasing global geopolitical volatility produced more products, especially in cloud. Reason two: sovereignty spread across every layer of the enterprise IT stack, spawning what Maisto calls "sovereign twins," solutions and services that mirror generic ones while embedding sovereign guardrails. Reason three: client demand. The stated risk is blunt: foreign administrations being empowered to push the kill switch, and clients realizing mismanaged dependencies "could put them out of business."
The original broad scope, digital sovereignty platforms across the whole stack, was too wide to score. Forrester narrowed to the one layer where the products actually exist and the money actually flows: cloud. The published Wave is the result, and its structure is the first surprise. Sovereignty was supposed to be the antidote to hyperscaler dependence. The first scorecard crowns the hyperscalers.
The published scorecard: The Forrester Wave: Sovereign Cloud Platforms, Q2 2026
The April 8, 2026 report evaluates fifteen providers across twenty five criteria spanning current offering, strategy, and customer feedback. The field is genuinely global: Google Cloud, Microsoft, AWS, Oracle, Tencent Cloud, STACKIT, NxtGen Cloud Technologies, T-Systems, SAP, Vultr, IBM, Huawei Cloud, OVHcloud, S3NS, and Aruba.
Five Leader placements are publicly confirmed, and four of the five are the global hyperscalers the category was created to answer.
The hyperscalers won the sovereignty Wave
Google Cloud sits on top of the public record. Forrester calls it "an ideal choice for organizations that need a full range of sovereign cloud options," and it earned five-out-of-five scores in twenty two of the twenty five criteria. The cited differentiator is sovereign AI: Vertex AI and Gemini running across all three sovereignty environments, the public cloud data boundary, Google Cloud Dedicated, and the fully air-gapped Google Distributed Cloud. The roadmap, per the report, delivers sovereignty as a standard feature. Twenty two of twenty five at the maximum. The differentiator is not breadth anymore.
Microsoft was named a Leader for consistent sovereign controls across public and private cloud, through Azure Local and Azure Arc, including container and Kubernetes capabilities in connected and disconnected environments, with sovereignty extended across AI, productivity, security, and cloud platform services.
AWS was named a Leader for what Forrester describes as a "sovereign-by-design" philosophy: high-scale, deeply isolated environments, Dedicated Local Zones and specialized regions, without sacrificing agility, plus sovereign CI/CD tooling through CodePipeline and CodeBuild.
Oracle was recognized for the opposite geometry: extending cloud services into clients' physical locations, with Fully Isolated Regions, Exadata Cloud@Customer, and Compute Cloud@Customer. Sovereignty by proximity, not by platform.
Tencent Cloud announced a Leader placement, the only Chinese hyperscaler with a consistently deliberate sovereign strategy through Tencent Cloud Enterprise, and carries the report's Customer Favorite designation for its customer feedback scores.
The challengers built clouds. The giants built sovereign twins.
The European challengers and where they sit
The rest of the fifteen-name field tells the other half of the story, and it is mostly European.
STACKIT, the Schwarz Group's cloud, and OVHcloud, the French incumbent, sit in the evaluated field. S3NS, the Thales and Google joint venture created to run a French sovereign instance of Google's stack, appears as a separate name from Google itself. T-Systems and SAP carry the German industrial angle. Aruba adds the Italian national champion. NxtGen represents India, Vultr the independent international operator, Huawei the second Chinese vendor in the field.
Their placements beyond the Leader group are not publicly confirmed, but the geometry of the field matters more than the tiers. Forrester's own adjacent research already ranks Europe separately: T-Systems was a Leader in The Forrester Wave: Public Cloud Platforms in Europe, 2024. The sovereign Wave is a different, global contest, and in that contest the European champions compete against hyperscaler sovereign twins built specifically to satisfy the same regulators the champions were born to serve.
A sovereign twin is not a rival to the giant. It is the giant wearing the local flag, and the Wave's criteria reward whichever wears it most credibly.
What the phrase sovereign twins hides
Forrester's own term deserves to be taken seriously, because it describes what sovereignty became.
A sovereign twin mirrors a generic product while embedding sovereign guardrails: local data boundaries, local encryption keys, local legal entities, disconnected operation. The concept sounds neutral. Its commercial consequence is not. The twin lets a hyperscaler compete for sovereignty deals without changing its product architecture or its ownership. The European challenger must win the same deals with a fraction of the roadmap, the capital, and the AI stack.
The 2026 scorecard records the result. The sovereign AI criterion, Google's twenty-two-of-twenty-five performance, is the clearest case: the sovereignty market is now fought on AI capability, not just data residency. A champion with a compliant data center and no frontier model does not answer the 2026 buying question. The twin does.
This is not a verdict against the challengers. It is a description of what the criterion set prices. The category renamed itself toward cloud platforms precisely because that is where sovereign product development happened, and the firms with the deepest product development budgets happen to be the giants.
Why an April scorecard can age fast
The honest limitation of this report is built into the reason it exists.
Forrester renamed this research because of tariffs, retaliation measures, and geopolitical volatility, and it published the Wave in April 2026 into the same volatility. Every score in this report carries a tariff-expiry date. A vendor's position depends on export-control rulings, government procurement policies, and kill-switch politics that can change between editions. The criterion scores measure April's market. They cannot price the next administration's policy.
Second, the pasted category name and the published name differ, and buyers should not paper over that. If your procurement language says sovereign cloud services, the analyst artifact you will actually receive is a platform Wave, scored on current offering, strategy, and customer feedback, with services delivery playing a supporting role. The two are adjacent, not identical.
Third, only the Leaders' placements are public. The remainder of the tier column, including where the European challengers actually landed, sits with Forrester clients. A shortlist built on public announcements alone is a shortlist of five hyperscaler-shaped names in a fifteen-vendor market.
Three questions for a market under a different name
One: which sovereignty is load-bearing for you? Data residency, operational independence, or freedom from vendor dependence. Each maps to a different geometry: hyperscaler sovereign regions, Oracle's on-premises extension, or a national champion. The scorecard merges all three into one tier column, and your regulator only cares about one of them.
Two: what happens to your score when geopolitics moves? Ask every shortlisted vendor for their record on export controls, sanctions, and tariff responses, and for the local legal entity that would actually sign your contract. April's scores cannot answer this, and it is the question this category was created around.
Three: is the sovereign twin actually separate? Request the architecture, not the brochure: where the encryption keys live, which entity employs the operators, what happens to your workloads if the parent is compelled. The twin's entire value is exactly as deep as those answers go.
