The third market Gartner split out of its AI in CSP Customer and Business Operations quadrant is the one that owns the money. CSP AI-Enabled Revenue Management and Monetization Solutions, the full market name, covers billing, charging, revenue assurance, and fraud, and its standalone Magic Quadrant is scheduled around August 2026. The other two split markets sell customer engagement. This one sells the cash register.

The cash register of the CSP

Every service a communications provider sells ends in the same place: a bill, a charge, a reconciliation, and an audit trail that must survive the regulator. Revenue management is the software that runs that ending, and it is the most conservative purchase in the CSP stack for exactly that reason.

The market definition Gartner uses is explicit: intelligence-driven, cloud-native, API-first commercial software supporting the full revenue lifecycle, including customer and partner billing, revenue management, billing and revenue assurance, monetization across mobile banking and as-a-service propositions, and fraud management.

The cash register is the last system the CSP wants to touch, and the first one AI changes. The scheduled quadrant exists because the two halves of that sentence collided.

The March 2025 Market Guide for CSP Revenue Management and Monetization Solutions, and the quadrant forming after it

The published anchor is the Market Guide for CSP Revenue Management and Monetization Solutions, dated March 5, 2025, authored by Peter Kjeldsen and Amresh Nandan, with Tecnotree and Cerillion among its representative vendors.

The guide's required feature list is the criteria a quadrant will inherit: billing models and transaction management, intelligent process automation, AI agents for billing support, bill audit and optimization, and bill shock prevention, AI-powered revenue assurance and fraud detection, policy control, standards compliance including TM Forum Open APIs, GDPR, and the EU AI Act, payment processing and collections, and convergent, AI-driven adaptive charging.

That list is the market's future scorecard in draft form, and the vendors are already being measured against it.

The AI agents Gartner now requires

The agent list in the definition deserves attention because it is so specific. Billing support agents. Bill audit and optimization agents. Bill shock prevention agents.

Bill shock prevention is the telling one. It is a churn feature and a consumer protection feature at once, born from regulatory fights over surprise charges, and now it is a required AI capability. The agent that catches the anomalous charge before the customer sees it saves the CSP a churn event and a regulator's letter simultaneously.

The other agents are the revenue assurance tradition, automated: the audit that finds leakage between what was sold and what was billed, run continuously instead of quarterly. In a business with millions of subscribers, leakage is measured in decimal points and paid in millions.

The compliance layer inside the definition

The definition's compliance clause is doing more work than it appears to. TM Forum Open APIs matter for interoperability with the rest of the BSS stack. GDPR matters for subscriber data. The EU AI Act matters because it is new: revenue management AI that makes decisions about billing disputes and fraud scoring sits inside its risk categories, and the vendors are being required to ship compliance as a feature.

The compliance layer is the European angle written into the market definition itself, and it will separate the field when the quadrant publishes. A vendor that treats the EU AI Act as a roadmap item is not ready for a quadrant whose criteria list it as a requirement.

The vendors already on the field

The roster for the incoming quadrant is already visible. Cerillion was recognized in the 2025 combined Magic Quadrant for AI in CSP Customer and Business Operations and its companion Critical Capabilities, cited for AI capabilities embedded in its pre-integrated BSS/OSS suite, a bring-your-own model supporting public and private LLMs, and TM Forum Open API alignment. Tecnotree holds the Market Guide recognition for its AI-driven, cloud-native billing, charging, and partner management platform. Inspur Communication Information was named among the twelve leading BSS providers globally in the combined quadrant's context, with billing at the center of its BSS product.

The field is small, conservative, and specialized, exactly what a revenue system market should look like, and the AI-enabled name is the first force pushing it open.

What the split leaves for this category

The three-way split that created this market, from the combined AI in CSP Customer and Business Operations quadrant, means the placements the vendors currently quote are about to lose their context. A vendor recognized in the combined market will be re-scored in the revenue-only market, against billing criteria alone, with the customer journey and marketing columns removed.

That is good news for the buyer and uncomfortable for the vendors. The combined scorecard let a vendor's marketing strength carry its billing weakness. The standalone one will expose exactly the systems that touch the money, and the scheduled August 2026 publication date means the re-scoring is imminent, not theoretical.

The split gave the money its own quadrant, and the money arrived with compliance attached.

Four questions for the revenue platform buyer

What does the revenue assurance actually catch? Leakage between sold and billed is the discipline's core. Ask for the reference numbers on recovered revenue, and the audit trail behind them.

Is the billing AI explainable when the regulator asks? Billing disputes escalate to regulators. Ask how the AI's decisions are logged, explained, and contested, in writing.

Which compliance list ships native? TM Forum Open APIs, GDPR, and the EU AI Act are all in the definition. Ask which are certified and which are configuration projects.

What happens when the quadrant publishes? The combined-market placements will be superseded within weeks. Ask the vendor how it expects to be scored under the billing-only criteria, and treat silence as an answer.
